Opportunity Information: Apply for TASHKENT PAS FY22 002
The U.S. Department of State, through the Public Affairs Section at the U.S. Embassy in Tashkent, is seeking one organization to design, implement, and manage the English Access Microscholarship Program across Uzbekistan. This opportunity is offered as a cooperative agreement, meaning the selected provider will run day-to-day program operations while working closely with the Embassy and the Regional English Language Officer (RELO) for Central Asia. The overall intent is to use intensive English instruction and digital literacy training to support the longer-term socio-economic empowerment of youth from underserved communities.
The Access Program itself is a well-established global initiative that has operated since 2004 and has served roughly 195,000 students in more than 88 countries. In Uzbekistan, the program targets talented but economically disadvantaged students who have only a beginning level of English and who can commit to a full two-year course of study. The standard Access model requires at least 360 instructional hours delivered through a combination of after-school classes and intensive sessions. Beyond language learning, Access is designed to strengthen communication and critical thinking through interactive, real-world, and cooperative learning approaches. Students also participate in structured enhancement activities that introduce U.S. culture and democratic values and encourage civic engagement, including service projects and opportunities to share what they learn with their communities. Participants who complete the full two-year cycle are expected to graduate with certificates issued by the U.S. Embassy in Uzbekistan.
The provider selected under this grant would be responsible for nationwide coordination and consistent program delivery. Core duties include overseeing implementation of all existing and future Access sites in Uzbekistan in close coordination with the Embassy and RELO; advertising and promoting the program in local communities; and recruiting and selecting students, teachers, and other staff jointly with Embassy counterparts. The provider must ensure every site meets Access requirements for English instruction across after-school and intensive formats, and must also support professional growth by nominating participants and staff for workshops or other development opportunities through the Embassy. Strong monitoring, evaluation, and rapid problem-solving are emphasized: the provider is expected to regularly assess performance against the agreed program plan, document best practices, and address operational challenges quickly. The role also includes active communication and visibility support, such as inviting relevant Embassy staff to special events and site visits, and submitting timely student success stories for Embassy use, including on social media.
The project’s primary audience is economically disadvantaged youth across Uzbekistan, with the stated target age group being 13 to 18 years old. The program’s objectives focus on measurable improvements for a large cohort, aiming to build the English proficiency of approximately 800 students across reading, writing, and speaking. In parallel, the program is expected to increase students’ understanding of U.S. culture and values through hands-on, interactive cultural programming, and to strengthen computer and digital literacy skills so participants leave with practical technical competence in addition to language ability. Taken together, the grant supports a comprehensive youth development approach that links English learning, digital skills, and civic-minded enrichment to help students expand educational and employment prospects and improve readiness for future international exchange or professional opportunities.
